In the state of North Carolina, what are the penalties if you were in an accident that was the other drivers fault, but the vehicle you were driving was not insured or registered?

I moved to Kansas a few months ago for my job and rented an apartment. When I came down, I transferred my car insurance from IA to KS. I have not transferred my registration though and my driver's license is current for another year in Iowa with my parents address. I recently got a letter in the mail for renewal of my plates in IA. Is it illegal if I just renew my Iowa plates and wait a little later till I find a more permanent residence here in KS to transfer them to KS?

I am a Canadian citizen and hold a valid Ontario Driver's License. I own property in Florida and wanted to purchase a Florida vehicle license & insure it here and leave it for the six months I am back in Canada. I was informed today an agent at a FL licensing office that as of Nov 1, 2009 in order to obtain a Florida Driver's License I would have to be tested and if passed would have to surrender my Ontario Driver's License before being issued the FL license. Well that is impossible because our health insurance is only valid if we are residents of Ontario and as such can not be in the province 10 days without a valid Ontario Driver's license. I can only assume that the state of Florida no longer wants to sell vehicles , license plates and insurance to Canadians that spend six months a year here,do you know this to be correct?

If a motorist is licensed in Indiana but has an accident in Kentucky and is uninsured and it is the 2nd offense of being cited for no insurance, what is the penalty? There was moderate damage to other vehicle in accident.

I have a question regarding the new MA JOL laws. I was under the age of 18 when I got my first speeding ticket and therefore, my license was suspended for 90 days. My license has since then been reinstated and I am now over the age of 19 (therefore, no longer operating under a JOL.) I got a speeding ticket today (which I definitely plan to fight) and I am very worried about the repercussions this might have. I know that if I were still operating under a JOL, I would have my license suspended for a year but will they take my license away again even though I'm over the age of 18? Please let me know.
