I got my license 7 years ago, but never bought my own car or insurance. Someone told me that my rates won't be high because I had a license for so many years and a good driving record, but another person told me that actually what counts is how many years I got my own car and insurance. Which is true?

Both are correct. The fact that you have a good driving record and you have been licensed for numerous years will improve your insurance rate. In addition with some companies, if you have prior insurance you may improve your auto insurance rate.
