My roommate wants to keep his entire car insurance policy in the car rather than just the card that comes with the policy. Does this make any sense?

This is entirely a personal choice. It does not make any difference where the insurance policy is kept. The important thing is that you are able to provide proof of insurance if a law enforcement officer requests it.
