Can a liability policy be sued by riders in a vehicle involved in an mva where no tickets were issued to either driver?

The fact that no one received a ticket does not eliminate any repsonsibilty or legal liability. Either party has the right to make a claim against the other party's insurance policy or bring a lawsuit against the other party. A licensed claims adjuster will determine if there is any coverage for the loss. Or an attorney may seek damages in which case legal liability may be determined.
