Car Insurance Question  Someone insured in Virginia, tort state, has an accident caused by another in Pennsylvania, a no fault state. The negligent driver also lives in Pennsylvania. Who's insurance will pay damages, such as medical bills, pain and suffering for back injuries, since Virginia is not a no fault state? If VA driver was to sue for pain and suffering this would have to be filed in PA court?
