I am a Georgia resident who is living in PA for 2-3 months. My car is registered in GA and has GA plates. My insurance company tells me that Pennsylvania law requires that I insure in Pennsylvania where it is about $200.00 more expensive per month! Can they do this if I am not a PA resident?

If you need a Pennsylvania license plate, you will need insurance that is acceptable by Pennsylvania. If you are keeping your Georgia license plate, you will need insurance that satisfies Georgia's laws. Now, some insurance companies require that you reside in that state for 10 months to be eligible for their insurance. If necessary you may need to take out a policy that is acceptable in Pennsylvania, regardless of the cost.
