Car Insurance Question  I do not own a car but am required to show proof of insurance in the state of North Carolina to have my licenced changed from Nevada. can you get insurance on just a driver?

You can get insurance on a driver if you don't own a car. You would need to file a non-owner sr-22 policy for the appropriate state to get a release. You should make sure you find out which state you need to file it with and make sure the sr-22 satisfies that state.
