Even though your driver's license is suspended there are a few insurance companies that will allow you to insure your vehicle. We have a carrier that will allow it, but they will require you provide them proof of your license being reinstated within 30 days from your policy's inception date - or, they will cancel your policy.
There are also insurance companies that will allow someone else to insure your vehicle in their name, even if that person has no insurable interest in your vehicle. Those companies are limited and they do require the owner to be listed as a driver on the policy. Under certain circumstances you can be listed on the policy, but you would be excluded and not covered under the policy terms. With a suspended license you are not to be driving and an insurer does not want to insurer anyone without a valid license since you are not to be on the roadway but some do try to make it possible for you to insure you car so that you can have others to drive you around. You will need to call for underwriter authorization in this type of situation typically.

Comment Update: We don't know of any scenario where the driver with a suspended license could be covered. If they are listed on the policy, typically they would have to be excluded because of the license status.
