I was hit by a hit and run driver (semi-truck) and have been paid by my insurance for totaling the car. Can I collect from my uninsured/underinsured policy for the cost of the new $21000 car I had to buy? ($100000/300000 limits)

No, uninsured motorist will not pay for your car. It is for excess medical to you and people in your car. You can only use your comprehensive and/or collision coverage to repair/replace your car up to the value of that vehicle at the time of a loss.
