Would any laws be broken if I own a car insured under my parents policy, and I open a new insurance policy in my name for a car that does not have my name on the title? Thanks in advance.

There will be no laws broken if you open your own policy. It may be tough finding an insurance company that will allow you to insure someone else's vehicle. For liability reasons, your insurance company may require you to match the limits of liability that is on your parents policy. Also, you may want to consider removing your policy from your parents policy and put it with this other vehicle, because many companies offer 'multi-car' discounts to policies that have more than one vehicle on them.
