Someone hit my car, left a number of ugly marks, paint chips, and dents, and then drove away. It's been a few weeks, and it is starting to rust where the paint chipped. How does insurance treat something like this? Do I have to pay the full $500 collision deductible? File a police report? I have waited several weeks, will this hurt me?

You need to contact the police immediately. They will fill out a report and determine their involvement from there. After that, you will need to contact your insurance company. You should report all situations to your insurance company immediately - even if you are not planning on having them pay for the loss. Even though it has been a couple of weeks, they will probably still help you with this claim. Since this is a 'collision' claim, your $500 deductible will be due.
