If someone knows that someone else is driving without a driver's license, the first person should try to dissuade the second person from driving. The first person should maybe help the second person acquire a driver's license (and dissuade that person from driving until a driver's license is acquired). If neither of these work, the first person can notify the Department of Motor Vehicles for advice.
