My 27 year old daughter carried her boyfriend on her auto insurance policy for approximately three years. They have since ended their relationship, and she has taken him off her auto insurance policy. She lives in New Jersey, and now when shopping for new car insurance, it appears that her boyfriend is "following her" in the insurance system. The insurance companies want her to list him as a driver until she can prove that he shouldn't be.

Insurance companies sometimes pull a consumer report. This report will list any possible household residents for a given residence. This may be happening with your daughter. She may need to see what she can do to remove him as a resident from this report.

When companies pull reports, they have to give you the phone number to the reporting agency so you can correct misinformation.

Now, there are some companies that will ask about possible residents. They will accept the word of the insured (your daughter in this case). If the insured misrepresents material (lies), it is grounds for the insurance company to "void" the policy.
