I was leaving a parking spot at my school's lot and another car backed into me. I realized that it was happening, so I stopped my car close to 4 feet away thinking I would be okay. Who is liable for my damages - if it was clearly the other driver's fault?

First of all, you need to contact the police, they will tell you the limit of their involvement. They may tell you to exchange your information with the other driver. They may ticket someone for this accident. After that, you need to contact your insurance company. Let them know exactly what happened. Let them know if someone got ticketed. From your description of the accident, it sounds like the other party is "at fault" and should cover your property. However, this decision will ultimately be decided by the police and your insurance company.
