We drove our car into a non-marked, flooded street and it partially flooded the car. The car needs a lot of repairs. The insurance company wants to fix it, but I'm not sure if that is the correct route. Since the car will be reported to have flood damage, I will not be able to sell the car to the public. Shouldn't it therefore be a "total" loss?

You may want to talk to your insurance company, and explain to them your concerns about your future ability to sell your vehicle - if they continue to handle the claim in this manner. However, insurance companies tend to declare vehicles as "total" losses when the cost to repair the vehicle exceeds its "actual cash value." And, the insurance company will pay the lessor amount to either fix the vehicle or "total" it.
