If the adjuster is not returning your calls, you may want to contact the insurance company and explain the situation to them. You may want to ask to speak to another claims adjuster. That person may be able to pull up your claim and explain what is happening. Or, that person may be able to explain any delays the company is experiencing in trying to process your claim. You may need to seek legal help with your claim if you feel all avenues of communication have collapsed.
