I am temporarily living in New Jersey and will be moving back to Pennsylvania in 9 months - once my new home in Pennsylvania is built. Pennsylvania will then be my permanent address. In the meanwhile, I want to use my cousin's address in Penssylvania as my permanent address for auto insurance? Can I do this legally? (My car is registered in Pennsylvania and I have a valid license in Pennsylvania.)

It may vary from insurance company to insurance company. But, in general, insurance companies rate their polices based on where the vehicle is kept. Ultimately, you will need to discuss your insurance needs with your insurance company. They will let you know your options. Just make sure you are honest with them. Because, material misrepresentation can be grounds for an insurance company to deny a claim.
