Whether the driver has her regular driver's license or her learner's permit, she will need to check with her state's laws to see what are her limitations. States' rules vary from state to state when it comes to driver limitations. There are limitations based on age, whether the license is a regular license or a permit, etc. I do not believe there are limitations based on who can ride in a vehicle. But, again, your friend needs to check with her state to verify their rules regarding this.
