While my son was driving his friends car with permission, he clipped a car that was illegally parked. They traded insurance information, but he gave his insurance information, not the car owners. Our insurance doesn't cover that, but his friends insurance would. My question is because the car he hit was illegally parked, is he still responsible?

Typically, he would be responsible for this type of accident even if the car was illegally parked. Once the claim is filed with his friend's insurance company, they will determine if coverage should or should not be extended.
