I backed into a parked car last night. I know that its my fault, but I have one question. The other car was parked in his driveway, but its bumper was sticking out into the gutter area. Is this an acceptable way of parking?

For your situation, you may want to contact the police. (The police should always be contacted when there is an accident.) They will let you know their level of involvement. They may also be able to help assess your situation.
