I was recently in a car accident in which I was hit from behind. The other driver gave me false information about herself, I cannot contact her but she wants to pay me for the damages. I suspect that she has no license or insurance. Can I charge her? And what will happen to her? What can I do?

If you have not already contacted the police do so now. Hopefully at the time of the accident the police were called out to make a report. If so go to the police department to get a copy of the report which should include more information about the other driver than what you might have.

Continue to try and contact the other driver and with any luck you or the police will be able to track her down. At that time you will be able to find out if she has insurance or if you will have to take legal action to have her pay for your damages.
