It matters what state you are in, but the law doesn't have any "exceptions" for inoperable vehicle. Typically you need to register and insure (basic insurance) a vehicle even if it is just sitting. Your example is a reason why the laws still require coverage and insurance. Since you will have to appear in court, you will need to get the car registered and insured.
