How do you go about getting car insurance for someone who is a non- licensed car owner? This person has someone to drive for him. This person is disabled and recently lost his drivers license.

Getting insurance for this person might be difficult if they have no plans to get a license again. In some states it would not be legal to insure a non-licensed driver. Since the car owner is disabled though there might be helpful rules for them getting insurance without a license. I would suggest contacting your state insurance regulator to find out your consumer rights.

Once he knows his rights contact an insurance company. If it is not possible for the non-license person to get insurance it might be possible to have someone else insure the vehicle for him. There are insurance companies that will allow someone else to insure his vehicle, even if they do not have an 'insurable interest' in it.

Generally, it would be best for both the owner to have insurance on the car as well as the driver having their own insurance policy. This will protect them both incase of an accident. Usually the insurance policy of the owner of the car is primary and the driver's is secondary. But in some states they hold both the owner's and driver's insurers as co-primary. That is why it is important for both parties to be insured.
