It sounds like you are being required to obtain an SR-22. This is a form filed by the insurance company certifying that a driver now has the ability to pay future claims up to the state required limit. If you do not owner a vehicle you should be able to obtain a non-owners SR-22 insurance policy. A non-owners SR-22 generally allows you to drive any vehicle that you are given permission by the owner to drive and verifies to the state regulatory body that you have means of financial responsibility.
