I was planning to sell the car and kept it in a garage. New Orleans flooded along with my car. My finance company was charging me extra because the car was not insured. Was the "extra" my finance company was charging insurance to cover the car for a loss such as this?

It is likely that the finance company's extra charge to you was to cover the price of insurance they took out on the car since you did not get your own policy. There is no way to know for certain though without calling your finance company and discussing the whole issue with them. I would suggest doing this as soon as possible so you can find out what next you need to do and if the car will be covered in any possible way.
