My son didn't have insurance and got a ticket for his car stalling and when he started it again it rolled back but I want to get him non-ownership insurance will they still punish him.

A non-owners policy is for people who drive occasionally but do not own their own car. Non-owners policies typically include liability, medical payments, and uninsured/underinsured motorist coverages. Non-owners policies generally do not include comprehensive, collision, towing reimbursement, or rental reimbursement coverage.

Different insurance companies have different rating systems. It might be possible to find one that does not give you higher rates for your son's policy if you do some comparison shopping for rates.
