State laws vary but I could not find in New York any law that prohibits you from owning a car if you do not drive or have a driver's license. Your daughter might have to be covered under a non-owners policy since she does not have an insurable interest in the vehicle. I would check with both the New York DMV and her insurance agent to make sure these facts are correct for where you live.
