My understanding of your question is that you only have a G1 license which limits the passengers that you can have in the vehicle with you. The general rules for regions in Canada are if you have a G1 license you need to have as your front seat passenger an accompanying driver. This person must be a fully licensed driver for at least 4 years and is the only person allowed in the front seat with you. The number of passengers allowed in the back seat is limited to the number of working seat belts. Both of these passenger rules are part of the conditions of your license. Breaking either regulation can get you demerit points and/or a license suspension.
