I am an Australian whom is wanting to buy a car in New York state in June 2006. I have found out that I will need to obtain a NYS drivers licence. Can I possibly get my insurance under my friends' name whom is an american and lives in NY? Would I have to buy it under her name? What are the implications for her?

You are correct that if you are going to be in the United States for any length of time, and especially if you want to buy and insure a vehicle, you will need to get a state's driver license.
