It appears that the police officer cited your boyfriend for not having proof of insurance so the insurance you maintain on the vehicle would not be sufficient. If the citation was against the vehicle than your proof probably would be enough. It sounds like the first time your boyfriend got pulled over that either the officer let him off because there was insurance on the vehicle or just did not notice the boyfriend was not listed on the policy.

Alternatively, the officer could have been wrong. That courts are setup to determine fault.
