Insurance typically follows the vehicle first and driver second. In most all states there are financial liability laws so the driver should also have had insurance or they will end up with a citation for no insurance and have their license suspended until they get an SR22. This being said, normally an SR22 is only liability insurance so it will likely cover the car struck and damaged but not the at-fault vehicle's damages.
