Pennsylvania law requires all motor vehicle owners to maintain insurance but does not specifically state if you have a learner's permit or junior license if you have to acquire auto insurance coverage. Even though it is not stated that you must have insurance the Department of Transportation might feel that it is implied so check with your local Department of Driver and Vehicle Services to get a definite answer. The person with the learner's permit should have their parents speak with their insurance company. Many insurance companies will not charge extra for a person with the learner's permit being added to the policy.
