Most states require you to register and insure your vehicles in the state in which you reside in or live in for the most months out of the year. I do not know of a way in which to register a car in New York and Vermont both. NYS considers a resident anyone who lives in NYS with the intent to make it their fixed and permanent place to live and have a home, apartment or similar place in NYS for 90 days or more. While Vermont does not term a person who lives in another state and returns to that state on a regular basis to have residency in VT. For New York state law and more specific answers I would suggest contacting the NYS DMV.
