With your Israeli and International Driving Permit (IDP) you are permitted to drive in the United States as you know. Some insurance companies in the US will allow you to get car insurance on a vehicle with your IDP but then typically will want you to receive a US license within a short period of time, usually 30 days, or the policy will cancel. If you are buying a car in New Jersey or New York you will likely need to get insurance on the car in the state in which you purchase it, if you are going to register it there before driving it to Canada. If that is the case, you will need go to the NJ Motor Vehicle Commission or New York State DMV. When you move to Canada you will need to be subjected to Canadian import laws which vary depending on the vehicle's age and country of origin. There are also provincial taxes, vehicle licensing and emission testing to be taken care of.
