It sounds like you are taking the proper steps to give the elderly driver the transportation they need once their vehicle has been taken away. In most states there are ways in which to get the authorities involved, especially if the person is not carrying insurance nor has a valid license. You can typically get this information from your DMV or Highway Safety Agency. Here are a couple of state specific examples. In Ohio, the administrative code allows for relatives, friends, neighbors to take action by submitting a signed request for an investigation to the BMV. The letter needs to provide them with enough information of personal observation of unsafe driving so they can require the person get a medical statement or take a driver license re-examination test. Florida allows for those that know of an unsafe driver to make a report to the DHSMV. The report needs to be in writing and give specific details of the person. These reports are kept confidential and shall only be used to determine the qualifications of the individual to operate a vehicle.
