In Illinois you cannot obtain a full driver's license until you are 18 because of the graduated licensing system in place. You can start the initial licensing phase at age 17 though. The initial licensing phase has certain restrictions such as: - Parental consent to obtain license and a parent must verify that a minimum 25 hours of behind the wheel practice have taken place.
- All occupants under the age of 18 must wear seat belts.
- Limited to one passenger under the age of 20 for the first 6 months or until the driver reaches age 18. Siblings, step-siblings, children and step-children of the driver are exempt.
