Both North Carolina and Delaware are part of the Drivers License Compact. Part of this agreement is that the licensing authority of a party state shall report each conviction of a person from another party state occurring within its jurisdiction to the licensing authority of the home state. If both NC and DE follow all of the guidelines of the compact then North Carolina would report your speeding ticket back to the Delaware Division of Motor Vehicles and the violation would then be listed on your DE driving record. You will need to check with the DE Division of Motor Vehicles to see if points will be assigned for this out of state citation. Insurance companies usually check driving records before issuing a new policy and when you are renewing your policy. Since the driving record will likely display the NC speeding ticket, your insurance company might or might not use this violation to raise your rates. To find out your insurer's rating system ask your insurance agent or Delaware's Department of Insurance, the state agency in which insurance companies must file their rates with.
