Alabama and Pennsylvania, plus over 40 other states, are part of the Drivers License Compact (DLC) and Non-Resident Violator Compact. The DLC allow states to report tickets received out of state back to where the person's license is from so they can assign points and/or add the violation to the person's driving record. While the latter Compact requires member states to suspend the drivers license of those who get traffic tickets in other states and fail to take care of the citation. While these Compacts allow for states to share information regarding traffic violations, when changing over a license from one state to another typically points on your old license (PA in your case) would not transfer over to your new license. Previous violations and points can be still be seen if AL or an insurance company looks up your PA driving record. When transferring your license from a PA to AL license you will need your license PA license to be valid. If your driving rights or privilege is suspended or revoked in any state, Alabama will not give you a AL license. Normally you will have to get your former state's license reinstated before being allowed to acquire a driver's license in any other state.
