I received a DUI in PA, first time offense and am pleading the ARD, which means I will lose my driving privileges for 60-90 days. Once VA receives this info, how long will I lose my license in VA? Also, VA gives restricted licenses, how can I get one?

You will need to check with the Virginia Department of Motor Vehicles(DMV) to find out what penalties in VA you will incur from your out of state, Pennsylvania, DUI conviction. If the DUI had been received in Virginia the normal penalties include a minimum fine of $250 and 1 year license suspension per Section 18.2-266 of the Virginia Code.

If your license is suspended in Virginia, you may petition the court to request a restricted driver's license. This type of provisional license usually allows you to drive to and from work or school, and for medical treatment or emergencies.
