Many states will allow a person to own a car without a driver's license but might require at least a state identification. Getting insurance for a car without a valid driver's license is more difficult because most insurance companies will require this. Without a licensed driver on a policy, the insurance company would be unable to rate the policy. So to get insurance on the vehicle the person will likely need to have a fully licensed driver listed on an insurance policy. Because of their age and the decision to not drive, hopefully the person has in mind a person to drive them in their vehicle that could be put on the policy. There are companies that allow a person to insure a vehicle though they do not own or have "insurable interest" in a vehicle so this might be an option. Many states are aware of the situation elderly drivers have when they give up their license due to age and have helpful information on their DMV websites of how they can still get around and be mobile.
