We know of no carrier that will insure a foreign or international drivers license with a non-owners policy. It is typically difficult to find auto insurance coverage, non-owners or a normal policy, with a foreign or international license. Most insurance companies will require you to obtain a US driver's license shortly after your insurance policy's inception OR to have a valid US license to start a policy. While you can likely find a non-owners policy without having a US license, you will be required to obtain a State license to keep the policy from canceling (depending on the company...they give 30 to 45 days). Some states allow for you to transfer a valid foreign license for a State license without much difficulty so you should check into what the state you reside in requires by contacting the Department of Motor Vehicles.
