Typically, a speeding ticket for 19 mph over the speed limit is a 4 point offense both in Virginia and Pennsylvania. This VA moving violation will be reported to PA Driver and Vehicle Services because both states are part of the Driver License Compact (DLC). The DLC allows the member states to exchange information between DMVs regarding out of state tickets for moving violations and other serious offenses. PennDOT will thus receive the speeding ticket information but this state agency has decided that minor traffic offenses, such as speeding, will not appear on your PA driving record and they do not assess points to your PA license either. Due to this decision, it would appear that you will not receive the 4 points on your PA driving record. You will need to take care of the VA citation though because a second Compact that VA and PA are part of allows for your home state to suspend the license of drivers who get out of state traffic tickets and fail to pay them.
