From the Quebec Highway Safety Code Regulations I was able to find Quebec has reciprocal agreements with the states of New York and Florida regarding traffic violations. Massachusetts might have an agreement that was not listed so contact the MA Registry of Motor Vehicles (RMV).

Quebec likely has access to information so that they can trace a MA license plate back to the owner of a vehicle so that a parking ticket could be placed against that person. Even without a reciprocal agreement departments of motor vehicles will generally help out other states or Canadian Providences DMVs on finding out information such as this.

You should check with the MA RMV to find out what would happen if you do not pay these Canadian tickets and if the information will be placed on your driving record or not.
