Since Great Britain is part of this agreement and your husband has 2 or more years of driving experience within the last 3 years, according to the Ontario Government run DriveTest site, www.drivetest.ca, he may get a full class licence privileges without taking a knowledge or road test. He will however have to pass a vision test and show acceptable proof of previous licence status and driving experience. So it does not appear that he will need to go through the graduated licensing process. Your husband can ask DriveTest or the Ministry of Transportation if he must turn in his British licence to receive his Ontario, Canada licence.
