Not all states within the U.S. require motorcyclists to carry insurance on their vehicle. For example, in the state of Florida motorcycle insurance is not required to register a bike. However, if the operator of a motorcycle is charged in an accident with injuries, the owner or owner/operator can be held financially responsible for the bodily injuries and property damages of the other party.
Other states such as Arizona require insurance on every motor vehicle on the roadway including motorcycles. In AZ if you are found without insurance the person's license and/or registration can be suspended until proof of financial responsibility is filed with the MVD.
So if you live in a state that requires insurance on the motorcycle and if the responding law officer did not ticket the operator of the motorcycle at the scene, you can try calling the Department of Motor Vehicles to report the person.
In many states you can take the at-fault party to court if they do not voluntary reimburse you for your damages. If your DMV or Department of Insurance has a Financial Responsibility division you might also contact them to find out more about your rights in your current situation.
