What the Ohio trooper told you is indeed true. Illinois and Ohio are both members of the Driver's License Compact (DLC) and Non-Resident Violator Compact. The DLC allows the member states' departments of motor vehicles to share information regarding things such as speeding tickets. The Non-Resident Violator Compact requires member states to suspend the drivers license of those who get traffic tickets for moving violations in other states and fail to pay them. So if you do not pay the Ohio speeding ticket, Ohio would pass on this information to Illinois who, according to the Compact, should then suspend your license until you show proof of taking care of the Ohio citation.
