Mississippi is part of the Drives License Compact, while Georgia is not. This Compact allows member states' DMVs to exchange information regarding citations their motorist received out of state. Even though Georgia is not a member of this agreement, they have determined to share information with other states as well as receive it back regarding if the data is concerning their state's licensed drivers.
The MS MVC thus may be notified of the parking tickets and seat belt ticket you received in Georgia while attending school there (assuming you have a MS license and not a GA license). Parking tickets are not typically placed on your driving record since they are not moving violations and usually taken care of in the jurisdiction in which you received them.
Not wearing a seat belt is also an offense in MS, as it is in GA, but since the Mississippi safety belt law notes that this violation is not entered on the driving record of the convicted, so this out of state seat belt violation likely will not be recorded on your MS driving history either.
Convictions for violation tickets can affect insurance rates. The type of ticket that was received and the rating system of your insurance company both take part in if the premiums will go up and if so by how much. The more serious the offense, the higher the rate change usually.
Insurance companies such as Esurance note that parking tickets normally do to affect or increase your auto insurance rates. Unlike moving violations, parking offenses do not typically show that a driver poses a hazard to other drivers and therefore are not put on your driving record so typically do not affect your insurance premiums.
If your insurance company's rating system does allow rate increases due to these Georgia tickets, start here by comparison shopping for new auto insurance coverage.
