Arizona and New York are both members of the Drivers License Compact. This Compact requires member state to report back to the state in which a driver is licensed any conviction of traffic tickets. So the AZ Department of Transportation should be notified by the NYS DMV about this speeding ticket you received.
The NY Work Zone Safety Act is designed to increase the accountability of drivers while increasing worker safety. New York is doing this through increased police presence, radar speed display signs to provide motorist speed, imposing a 60 day license suspension when a person is convicted of 2 or more work zone violations, in addition to the double minimum fine for speeding in work zones that exists under current law.
So it is our understanding that under the New York Work Zone Safety Act of 2005, a driver's license is not suspended for speeding in a work zone until they have been convicted of 2 or more work zone speeding violations. But if this is your second such citation, than New York would suspend your license for 60 days.
It has been said that Arizona does not put out of state speeding tickets on the driving record unless it is 10 mph or more over the limit. To find out how the Arizona will deal with this out of state speeding ticket in a work zone you should contact the AZ DOT Motor Vehicle Division.
