It sounds as if the law enforcement officer cut you a break and put you down for speeding only 9 over the speed limit instead of 16 which he stated he clocked you at. If the ticket states only 9 miles in excess of the limit than that is what should be reported to the courts and DMV. This is good for you since in North Carolina driving at a speed higher than 55 mph and being more than 15 mph over the speed limit gets your driving privileges revoked for 30 days.
North Carolina and West Virginia are both members of the Drivers License Compact so the NC DOT should report the speeding ticket back to the West Virginia DOT. The WV driver's manual states that traffic violations you receive in other states will become part of the driver's WV driving record and, if warranted, points will be assessed.
