Not stopping fully at a stop sign is a moving violation in both New Jersey and New York. In New Jersey it is under the failure to observe traffic signs section and would be 2 points. In New York failing to obey a traffic signal, a stop sign or a yield sign is a 3 point moving violation offense.
New Jersey and New York are both members of the Drivers License Compact (DLC) which means that New Jersey will report this traffic ticket back to New York. Points though will not be assessed. New York has decided that except for citations from specific places, i.e. Ontario and Quebec, neither the minor violation nor the points will be placed on your New York driving record for out of state offenses.
